photoshop Action : placing guides

Heya, I would've wanted to create an action that makes guides at 50% (horizontal and vertical).
But if I record this it is pixel based and doesn't work any more when I run it on an other resolution.
(It does work but the lines are placed wrong).
I would also like to use the same technique to create guides at 33%.

I have some basic C++ , vb and maxscript knowledge so I guess I could understand it if it isn't to difficult.

for animations you better use flash.

I don't want to create animations. I just want to create an action that creates guides at 33% horizontal, 66% horizontal , 33% vertical and 66% vertical of the document size.

But when I simply record it, the recording records it as pixel based and not percentage based.

Hope this clarifies it out a bit?
